Keyword difficulty depends on the averaged Total Page Reputations of the webpages on the top page of Google for the keyword. Total Page Reputation includes the PageRank of the Page and the PageRank of the associated HomePage - Domain Authority. The calculations are simple but time consuming. There is no such tool, that can be classified as the best keyword difficulty tool. Most people block spiders on PBN, that cloaks the original difficulty. You can check difficulty by hand using allintitle etc in google. Still the popular ones are:-

moz(give bing volume)
market samurai
seo rank tracker( manually check difficulty)
keyword reveler
