Best International PPC/Display network (not US) aside from Adwords?

Hey everyone....

I'm pretty sick of Adwords tight regulations and red tape to just run some display ads. Our budget is decent so not looking for a total cheapie solution. Right now we're doing yahoo/bing with decent results. The only issue is they don't have a display PPC network like Adwords does. I want to run some image ads along with the Yahoo/bing search ads.

Any thoughts on what other options there are for a PPC/Display alternative that is strong internationally? I know about sites like Trafficvance (they have ppc but are not international) and Sitescout, etc...I just don't really want to do CPM ads right now...just straight up PPC/Display.

So to recap....

Strong International platform (we're running NO US ads) for:

PPC/Display
Not shitty traffic
Not Adwords
No CPM rtb structures
No popup/popunder, etc.
Would consider contextual that is strong internationaly

There has to be something right? lol Or am I subject to chopping my deal down to comply with all the rigidness of adwords?

Wait - display ads and wide distribution? Paying CPC?
You need an ad network.
When you say "decent" budget, it's really meaningless, so I can't comment if it will work for you.

Adbrite shut down few months ago.

Do you look for international traffic in general or specific countries?
And btw, trafficvance has international traffic.
You just have to have an international account there.
They have US accounts for US traffic and international accounts for international traffic.
