Best Incentive CPA Content Locker network

Hey all,
Just wondering what the best CPA network is for incentivized content locking? This is for legitimate traffic, with legitimate locking. All above board.

I've worked extensively with CPALead in 2010-2014 but heard rumors of issues there recently. Who's the best network now?
