The best hosting is the one that's reliable and close to your customers. It also depends on what you're trying to host.

If you're in Europe, and know a little bit of linux Hetzner is cheap and reliable.

i've been using contabo with a dozen of VPS for years now,
i won't say that there's no problem, but they're really minimal, i had a couple of days outage in the last year,
the resources provided are pretty cheap for the price and they're decent to host any kind of websites, not affiliated but they're surely worth the try
