what im trying to ask is like do i need something elaborate like google cloud or aws or a vps or will regular old cpanel hosting do the trick?

AWS will cost you very high i think. You should customize your script a little and try to keep your videos on Google drive and Pcloud. In this way you will save a lot and also your users will be happy as they can view the videos without much buffer as both Google drive and Pcloud has good CDN. Add multiple accounts of Google drive 1TB accounts and Pcloud 2TB account cost only $150 per year add atleast 10 of them and you didn't need anything else. Videos will be played through your script player so you can easily implement invideo ads as well
