First of all, you should know which market you are targeting. Europe, US? Asia? Africa?
There are tons of casino or sports betting affiliate programs which will gladly take your traffic and pay zero. I've been in this biz for over 10 years, do a very strict research on the programs you will promote, because it's crucial.
Not all bookies/casinos are available worldwide - this is the main issue. You can promote the so called "offshore" bookies, they are usually accessible in many countries but the trust level is minimal, which means a lot of signups and very few players.
Thinking about US? Unless you have a license in each state (which costs $$$$), you won't be able to officially promote legal bookies in the US. Your other option is the offshore US bookies (which is a separate branch of the bigger "offshore bookies" cohort). But then, apart from some possible legal risks, will the US player trust the offshore bookie vs. its own licensed bookie (which you can't promote unless you are licensed).
I've sent hundreds of players to legit gambling affiliate programs, which suddenly decided to close their programs because of different reasons (company mergers, sale of business, change of TOS (!) etc). The amount of money I lost is simply not quantifiable.
