I have found some free link indexer and i want to use them but what of these is the best?
What about indexkings?

And my second question is : If i want to ping a backlink from a blog , do i have to ping the url or the url to the comment like
www.domain.com/blog/#comment-250 ???

I have used Scrapebox which indexes every page properly. You can try that.

This here is a a good tool for getting indexed but also use social media such as google+, twitter, fbook, linkedin. I have been using this for years

Normally I use combination of scrapebox and sick for indexing bulk backlinks

Yes, scrapebox seems to be less effective in indexing from yet quite a long time.
