I’ve done quite a number of reviews on Link Whisper on this forum; let me sum it all up.
For a free tool, Link Whisper is awesome because it gives you quick links.
If you don’t really care all that much about keyword targeting, and you just want all your posts to interlink to inner pages, Link Whisper gives you everything that you need.
The downside to Link Whisper is that if you are linking strategically for SEO purposes within your website, it doesn’t have that laser-specific quality—you have to do that by hand.
So I would suggest that if you're just starting out your blog, it’s probably a better investment of your time to be more strategic and specific regarding how you're going to link pages and the overall SEO context that you're going to create with your internal linking.
And this is best done by hand.

I completely agree that manual interlinking can do wonders for a new blog or may be is all it needs.
But here's a twist in my case: The niche I'm targeting for a new project is super-competitive, and has been so for at least a decade, and will remain so in my opinion. This automatically means there are a ton of websites that already hold a lot of authority in that niche and have thousands of pages of top-notch content.
So, a part of my strategy is to be aggressive and go all out with a lot of content if I want to create some space for me in the SERPs. Else, my website will just lie unnoticed in a corner of the internet (social media is not going to help much either for the niche I'm targeting).
That means, manual interlinking is not much of an option for me as it will consume a lot of time with the amount of content I intend to publish.
So, probably the not-really-top-notch accuracy of Link Whisper will be okay for me, as I don't have a lot of choice. And I don't mind chipping in here and there with a little manual intervention.

Link Whisper looks good with it's features and customer reviews. Kind of ticks most of the right boxes for me. Except may be the price. While it might be really good at what it does, the idea of spending more than arguably the best complete SEO suite plugin in the market (Rank Math in my opinion) for a plugin that helps with only internal linking, turns me off.
I'm currently testing the free version on my sandbox to see whether it is for me.
Interlinks Manager may be good too.
Another plugin I'm kind of interested in in Linkilo which was suggested to me in this thread. It is currently in beta and claims to have some good features. But I wouldn't know how good it is until they have a public release and I see some reviews.
