I create atleast 5 up to 15 different email accounts per day, mainly to activate my accounts from different websites.

    I can't use
Gmail or Hotmail as they ask for verification (phonenumber).

    I tryed to use
Mail but unfortunately they seem to be down quite alot, I can log in to old emails but I cant create new ones, they say their server is down, try again in a few minutes, but it takes hours.

Hushmail it takes sometimes 15 minutes to receive a confirmation email that would take less than 15 seconds with Gmail.

Anyone can recommend me the best Blackhat FREE email provider?

    Buy PVA gmail account.
Also you can use Yahoo as it doesn't need PV.

Hotmail ask for a phone number but it is not required.
I know you said not to tell you to buy something. But really like $8 buys over 50 GMAIL accounts.

Hotmail (live) dose ask for a phone number, but you can still avoid that by clicking the small link in blue "Or choose a security question"
live / hotmail / msn is still my favorite source for free emails
