Use linkedin, US Yellow pages and Yelp for emails extraction, goodluck
 
Try Mailchimp free plan. It allows around 500 recipients in free plan.
 
I don't think that you'll be able to start email marketing 100% free.

It depends on what you're using, but you might need domains, email accounts, proxies, data....
 
For that low number, you can use Brevo, MailChimp, Mailerlite, and/or Mailjet.

If you need to up your volume, these tools won't cut it as they will be super expensive but goodluck mate.
