SolidSEOVPS have an awsome one, I think it was around $120 a month.

i would suggest online.net or hetzner.com

I am personaly using hetzner myself, cost me 40 euro pr months and i installed my own windows licens on it.

Runs like champion, running both webserver and gsa with 500 threads
