The highest India EPC i have seen for CPA is 0.05
They don't convert good for CPA

same thoughts came to my mind 2-3 hours ago....i was thinking of selling app downloads or something similar to that.

Okay. I have better idea. Or equally random.
Tell them to view some youtube videos. And tell them to view each video for a minute. Then show them link to next video. Once they click the youtube link, you start the timer of 1 minute. Don't verify if they watched. Just show them next video.
At the top make a counter like you've watched (clicked) x out of 5 videos.
It would be close to impossible to check whether they watched the video for certain time, but you can make sure they clicked the link to a video.
If you have your app in play store, you can just ask them for their unique identifier in the app that is shown before making an account and is displayed only for hindi people. Then they will copy paste the identifier to some field on your website. Now you will verify whether the identifier exists and let them access if it does.
App downloads is a reversible action. Your client will go haywire if their installs go back down later. Sell irreversible actions, like watching videos, completing surveys etc.

Ok. Another idea. Tell them to reffer 5 people and only then unlock the content.
Tell them you cannot do it otherwise because of their specific area of living.
That would be too hard. Actually it won't work in this case.
