I'd imagine it's all down to finding someone that can meet the level of demand you require.
If you're looking for something long term with thousands and thousands of words you might want to hire a bigger company, if you're looking for someone to help you get off the ground then just go for someone within the median price range. Are you looking for someone to write for a specialist niche? Do you need a native speaker? I think before someone can put a price on a content writer we'd need to know the specifics of what you need.

It's difficult to tell, a lot of the sellers have problems delivering the same quality as they initially do.

You really have to try some out. Different people have different writing styles and that's before you get to the creativity of putting pen to paper.
Trial some out, ditch the ones that aren't working out for you and keep the golden ones. Sometimes the cheaper sellers are pretty decent too - depending on what you need. It really comes down to personal preference and what you need to achieve.
