Well, go for the whole IDE and use Dev-Cpp or VC++!

For Windows: Visual C++
For Linux: There seems to be alot of mixed reviews that say GCC is better then ICC (Intel C++ Compiler) and vise versa.

Ive always liked Borland C/C++. I would say Turbo C for console. C++ Builder for GUI.
