can anyone suggest me which is the best cloaking service with which we can run adds on google

You want a service with good support. Blackjack's, noIP, wpcloaker all have responsive help desks. I've heard good things about fraudbuster. Cloaking is never perfect - so good support is critical so new fingerprints get discovered, etc.
