Google "download chromedriver 109.0.5414.74" and it's the first result (googleapis). I've attached the picture where you can see which version you should download.
I am running it with this verision of chrome 109.0.5414.120, if you want to download that, google "download google chrome version 109.0.5414.120" (filepuma), but you probably have the latest version of google chrome for windows 7.

Or simply switch to linux. Not sure what is preventing that.
I mean even if you get the chromedriver to work, it will be an outdated version and your bot will be detected in no time.
