If you are worried about DMCA better go with offshore, No issue with uptimes. But Support sucks big time but servers are cheap and fast.

If you bought service then canceled and then bought something again from them sometimes the API with PayPal won't cancel out the original auto payment. I would look into your PayPal account at the approved auto payments to make sure you dont have one there.
I have seen this happen before where a client cancels the hosting plan we cancel the auto payment but its still shows active on the clients PayPal account. that clients PayPal account will send that auto payment again the next month. So we try to make sure we let clients know to go in and make sure that the auto payment is canceled out as well.

i would advice you manage hosting providers because i have used the same for my clients and trust me my all hosting issues are taken care by them! I am using amazon cloud server on their manage hosting platform. If you want i can refer you the site. Currently there are offering do,aws,google,vultr,linode servers from their managed platform
