Hello, I want to know, which of VPN you think is the best and have best price? I'm planning to buy don't want to waste my money, also google is not answer in this situation(Because of aff. links).

I consider Private Internet Access as your best choice.
 
Depends what you want to use it for. If you need open ports, tor guard is decent if you get the 50% coupon. Otherwise PIA has good prices but pain in the ass to port forward
 
Get a VPN provider that is not located in one of the 5eyes, 9 eyes or 14 eyes countries ;)

This is the best advice I can give.

Research more this thing and you will end up with a short list of worth-while VPN providers.
 
Many VPN services can give you good discount rate for long term plan.
Like: NORD, TOR Guard, IbVPN, CyberGhost etc.
