If it's something you will be using a lot consider buying good proxies and accounts and get a custom bot to do the work for you, but it's only useful in small numbers otherwise it's not worth the investment

I was one of the top 5 largest sellers of twitter followers back in the hay day, the guy i used to use to fill my bulk orders (over 1,000,000 followers per day) is still in business & running his own panel now

As they are mostly bots. Why don't you go for a manual follow/unfollow method for a change; slow but organic, engaging followers?

You are probably paying for the cheapest option, not a good idea. Look for the ones that are considered "HQ" and have a refill policy. Also you should set up dummy Twitter accounts just to see what the accounts look like and how many drop before even selling them.

if you go with a panel they will be bots, manual is the better way
It is very hard to bot Twitter these days, and buying from SMM panels cannot help the situation.
