Obviously adding more articles (preferably of 2000+ words) with proper Silo structure so that new articles can benefit from the old ones.

Add new intern links to that page, and backlinks if you can.

Be thematic, and check what the #1 is doing better than you and the overcome it. In terms of content, sometimes it's relevant to add words, sometimes not.. If your on page is optimized, try to find out what Google wants you to have on this keyword, and not what others do.. Try to be polarize your content to be more interesting, let people spend more time on your page when they click on it : videos, audio reading of the article...

You also can use different IP/MAC and click 50/100 times on your link #2 instead of your concurrent's : sometimes it can help to grab some places.

SE, especially Google do like fresh content relevant to your site. Try to enlarge this part.
Also I know that active Social profiles are important. So make sure they are active and have fresh content as well.

After many testing, the best boosters for medium competition keywords are:
- Adding more and better content (words and images). Try to answer everything that the top 1 missing
- Doing outstanding title with an icon and strong adj
- Install and improve the snippet with reviews
