Best Bookmarking Service and Network

Hi. I'm relatively new to all of this. I'm aware of a few bookmarking services but I curious which one's all of you have used and whether they were worth the money. Also, which bookmarking network/site is best for generating traffic? Reddit, Stumble, etc.?

Last but not least, how risky is using a service like this? How hard is it to get caught and if you do what are penalties. Does Google get involved or is it only with that particular site?

The best option is Instapaper. It has a very simple interface and unobstrusive ads. It can be accessed without a password, only a username that identifies the set of bookmarks.
