Ahrefs is my first choice. Also I'm developing a free solution that will show up to 1k backlinks.

Combine ahrefs and majestic together for a good idea. None of the tools can report every single backlink.

I vote ahrefs as well - it has a better index than majestic. Majestic always gives me some loophole URLs that are essentially the same page.
