I would suggest, contextual back-link is the best strategy of back-link building.
These are the links of other sites or related contents on the same site this are included on the page. Contextual backlink are present in the contents, not in the side bar or footer. You can post such links on the other blogs too, just you need to make sure that those blogs allow such contextual backlink. This is the best and easy way of backlinking.

Hope you got a clear view already,as others said PBN blog post,guest post,authority links,social shares,niche based link,diversified links...it all has a purpose to more link juice and gets you high metrics rate and standard ranking,but make sure the site choose for posting its a spam free site and use quality content for posting and relevant to your niche..content play a major role not about the quality its about the quality of content..

most important point is to check for the spammed score of the website and number of backlinks it has given to other websites so as to assure the quality of website where you are creating a link. Every backlink is good if it looks natural and niche based let it be made via comment, article posting, press release or via bloggers outreach.

In my experience, I gained a lot of natural links even from most popular sites in my category just by publishing content. I don't say my content is great, but I think it is at least interesting, so almost each month I get high quality backlinks naturally. Some of them are DA 90+.
Didn't I buy links? Only once. It was not a bad experience but I wasn't so happy because I always get much better links for free. And I don't even do outreach, as I am a lazy guy.
But please don't misunderstand me, buying links, outreach etc are must-have tools if you don't or can't get backlinks naturally.
But be careful about PBNs. If you don't exactly know what you're doing, you can ruin everything.

Best way to build backlinks is to start your own PBN network and interlink with your money site. But not much, because it will make the footprint. Also, you need to share your pages to the social media that helps to rank easily by increasing the page views of your site pages.

Contextual links from authority sites (domains) work best right now. One option is to start submitting articles and web2.0, then build tiers behind this (forums, comments, articles, socials). This can however be very time consuming. Another option is to build your PBN on expired domains that already have backlink profiles. Or you could just get PBN links from a service provider.

My favorite and most effective way of building backlinks and boosting rankings is to first curate high quality and specific keyword targetted informational content on-site and the create high quality (but shorter) guest post content that links back to your informational content with a keyword rich anchor text. Just make sure you use a variety of keywords in your anchor text to diversify your anchor text portfolio.
