2 years ago when I had my old phone i was using this setup(phone was rooted), custom power menu with fake power off button when the phone was locked, and an automation app (I don't remember the name sorry) where you could make scripts, basically I had made a script that whenever you entered the wrong pattern the phone would turn on data, it would take a photo from the front camera open gps and mail everything to my email, my phone was never stolen but I think I was like 90% secure.(the battery was non removable also)

Would appreciate if you could find that stuff :)
 
After a hard reset or ROM flash, you will lose it and there is nothing you can do about it.

Well you could bake it into the system by flashing a custom rom but am not sure if settings would stay.
