best Anchor text strategy to use with seo packages?

We have so many packages for seo in forum. I would ask if exact anchor text should be use only with PBN and guest post? and rest we should use LSI, nake url, branded?

for example LSI anchor text for main keyword " SEO TOOL"
So we should use
best seo tool
buy seo tool
Seo Tool discount
Cheap seo tool

means every backlink we will create will be around seo tool keyphare along with nake url, branded and generic

No, you can use all kind of anchors in the PBN and the guest posts.

Those are not LSI.

You can use any anchor text for any link type.

However, for links with more power is it good practice to use exact keywords and close matches.
