Being prevented from wiping hard drive

The time has come where my hard drives are all full and could do with a reset. I tried to reset my pc through the usual windows 10 way but after a while I was prompted with "there was a problem resetting your pc". So I tried restarting in advanced setup and opening cmd, I then typed the following into cmd, "cd %windir%\system32\config" "ren system system.001" "ren software software.001" but was unfortunately faced with the error "the process could not access the file because it is already in use". Any idea how the fuck I fix this because it's really pissing me off
