Being Enslaved by Pricey ISP Providers - Need Solutions

I'm currently trying to achieve the impossible - Saving money in a world where the monopolies of AT&T and Comcast rule with an iron fist. Can't find any local ISP providers and neighbors are too nervous in my close-knitted community to form a WISP to keep costs down to at least a reasonable value. Any ideas or suggestions at this point by those more experienced and knowledgeable here with this kind of rampant problem would be greatly appreciated. Thanks!

Get a bad ass wifi antenna and maybe an external Alfa awus adapter and try to sneak a open or WEP protected wifi. if open good you win, if WEP use this linux distro whose name i forgot (kali?) I did this like 5 years ago so my memory on details is faded but it turned out my neigbours WEP password was 1234567890 and it took us more than an hour to get in.
