Behavioral Ad Agencies?

Anyone know of any reputable behavioral ad agencies?

Basically if you visit a website, it drops a cookie on your computer, so that when you visit other websites, the target website's banners appear. So it follows your behavior and shows on each website that you visit, so that you go back and repeat the visitation to the initial website.
