Literally a lot of thing. From selecting domain name to niche. keyword to target, traffic source you want to consider. Earning target.
You should also research what niche is working right now. Earning from niche blogging is tough nowadays. So take every step very wisely.

You should review all the rules about keyword sowing, content allocation for paragraphs,... and especially refer to competitors in the same field as you. Then do better than them. Wish you success in your sales work!

You should first think why will anyone visit your blog when there are already thousands of blogs out there?
 
Pick a niche you know well, check there’s an audience for it, and research competitors. Plan your content strategy, choose a domain and hosting, and set realistic goals for posting and promotion.

Not starting it, for starters. That's the most important consideration.

The second is asking yourself if you would follow your own blog if it was started by someone else. Do you wanna start something because you think you may be able to make money with it, or do you wanna start something because what you wanna start is something you wish existed?

Third is asking yourself what exactly are you offering that is valuable. Can you answer that question? Answer the question "why would anyone care about this?".

If you can answer those two questions and the answer is positive, you may have success.
 
Figure out what niche you actually enjoy and know well, make sure people are searching for it, and check who you’ll be competing with. Map out a few months of content ideas, get a solid domain and hosting, and commit to posting regularly, that’s what keeps a blog alive.
 
What you need to be prepared for the reality of having to put in a lot of work without seeing actual results for a long time. And of course you need to learn a lot, but that's doable as long as you don't have the unreasonable expectation to make it quickly and easily.
 
Pick a topic you're truly interested in so you can write consistently without getting bored.
