Yeah there's a difference between cheating and stealing from others. Hacking a video game isn't the same as going to someone's house and stealing their gaming console.

Your argument is so heavily flawed, I don't even know where to begin.
One, black hat seo/marketing doesn't necessarily mean you scam people for personal profit. What it is, at the core, is "gaming" the search engine, or social media platform you're using. I suppose actual scams could be considered black hat in that sense, but it's definitely an outlier and not representative of the whole.
Secondly, you're using a lot of false moral equivalencies. Just because one is 'bad' doesn't mean that it's as equally 'bad' as another. Your argument is akin to saying that if a woman stands a guy up for a date at the park, it's the same thing morally as going back to his place after the date and stealing his wallet and other goods she can get her hands on. One is wasting someone's time (CPA) and the other is criminal and far more unethical (phishing scams).
Third, you erroniously assume that everyone on these forums uses IG for CPA/OGADS purposes. This is blatantly false. Many, perhaps most of us are building pages to be used for shoutouts/drop shipping/brand building than for CPA purposes. So even IF CPA was morally equivalent to phishing, that wouldn't necessarily apply to the OP or many of us here. We don't need to get out of your kitchen, because we aren't in it in the first place.
Last, this is a decidedly anti-scam forum. This forum has a shit list for a reason.

Lets compare piracy and black hat seo for a second:

With black hat seo, you are damaging google as company, by denying them their rightful income. If you want to rank first, go buy your 1st spot with adwords or build whitehat site. But instead u all try to "game" it, saying ur not stealing.
When someone downloads movie for free, its basicly the same thing : u are not stealing anything from anybody, but you are denying income of producers.
Both are samples of indirect damage and potential earning.
One is legal other is not.
Can someone say that im wrong and elaborate.
If you live in country where piracy is not on witch hunt, would you download a movie for free, or would you pay everything.
Im sick of amount of fake moral around here.

It's not 'fake morality' it's that you cannot see the grey and think of this as an entirely black-and-white situation.
No one said that black hat seo is okay, or entirely ethical, just that it isn't as scummy as directly scamming people out of money. Piracy only takes profit out of the hands of producers if you were going to buy the product but decided to just get it for 'free'. Phishing IG accounts literally takes months, or years of hard work and full-time income out of an individual's hand.
