Batch TXT encoding converter

I'm looking for a batch text encoding converter

mostly to change encoding on text files from Western European (Windows) > UTF-8 vice versa, however a few other formats are also a bonus.

would need to be able to batch convert through folders and subdirs.

if it could batch convert a set of all the text files in a set of zip files, that would be a huge plus

any suggestions?

i want to remover time limit form trial software linux. Location of file in /usr/sbin/file i want to edit that file and remove time limit from that but file complete encoded or open in hax editor or txt editor show black Nul and .. or ? with some code. So come to point if any one know how to remove time period or license time calculator then please send me p.m or if you now any software which remove try time from that then send me link.
