ok guys, bare with me, when it comes to SEO I live on 'noob ave.' ;-)

So I've seen lots of sites where they have embedded authority sites either in the header or footer of the site.

I was wondering will inserting links to top sites/authority sites increase SERP and/or increase SEO in any significant way other than sending free traffic to those sites?

no, most likely the sites you are talking about either own the authority sites being linked to, or are getting paid for these links. there is absolutely no advantage in increasing the number of out bound links on your page, quite on the contary

There no telling whether this thing good for SEO or not, because there's no statement from Google regarding this matter. But, maybe there's some hidden script behind the code or something. But if it just simply putting those links from authority sites wont help much for us to rank.

Link = recommendation. Choose wisely, don't link to unrelated content, or if you do use rel=nofollow.

It's hard to tell about the impact to your rankings, but i usually add a link to wiki page or smth similar to that.
