Basic Proxy Question

I was recently banned from a certain forum and was hoping to re-register. At the moment, I can obviously not re-register as my IP has been flagged. I have very little knowledge of how proxys work, etc. What is the best way to hide my IP from the forum administrators for free? Are there open source "proxy softwares" or something you can download, and then they will automatically re-route your IP to read like somewhere from another country or something? Is this safe? I am planning on like re-registering and posing as a certain person to screw with a few members on that particular site . Thanks!

Most public (free) proxies won't work so you'd need a private proxy. There are tons of sites here at bhw who offer that service or you can just goog it. You could just get one private proxy for about $2.50 per month.
You could try hidemyass as well. They are a pay service but I think they usually have one or two free proxies on their site that they rotate.
Changing proxies is easy, I won't get into it here but you could goog it. It's basically in FF
tools>options>advanced>settings>manual proxy config.

keep in mind that even with proxies, some of your info can leak out due to java script, flash etc
