I've seen my main account not gain as many followers as usual, and sometimes it takes a quick drop - as if Twitter had mass banned X number of bots in one go.

right, but I think there's still a way to do it, the part is when we send appeal the will not entertain us, and automatically send us a bot reply.

It's been a while since I used any bots to follow/unfollow etc, but I do remember I had to reply to the automated bot's reply and it was then dealt with by a human.
However, it can take a while - I remember it taking a few weeks before the account was reinstated.

To have more high chances of running a Twitter ads campaign, you should consider the following factors:

Can't tell if it's an account issue or an ad issue. Maybe you can try a normal ads without limited audience.

There is no way to easily solve the problem, because Twitter support is not very responsive.
