If your personal account is locked from advertising, just switch to another account, buy and use it.

Why is this alive again? Anyway, for future reference the whole "FB insider de-restricting accounts" is a rumour at best. One can hope that an appeal to get the account reinstated but honestly, it's best to just get another account.
