A friend of mine had a similar case. His PP got banned, no questions answered and no explanation given.
Unfortunately though that's the case with most of these payment processing providers.
Confirm though that one day your PP account can be deactived without any explanation

We only ever had one which was found in our favour by them, from some jackass who ordered a 2k RD link and despite being told over 8 times what he was receiving and him confirming he understood, raised this saying he though he was getting 2000 links.
Probably a butt hurt competitor as surely nobody could be that stupid in reality....
I was speaking to another SEO agency last week who had this happen and one of their biggest clients is an SMM service selling fake likes etc. They think this was the reason they lost their PP account, because they were selling a lot to this service SMM provider.

Use a different processor.
It just happend to me too, and it was almost my only way of receiving payments(because of the clients) and now I can't work! F&ck paypal! I have wife and 3 children and now I have 2 weeks without receiving any payments, I talked to them (like I have done more than 50 times in 10 years with my account) they have all of the documents from me you can imagine, and they said it could be risky for them and I can't use their service anymore! This is communism! they decide who can work, for how long, how much you can earn, if you can or not use YOUR money, or directly, take your money forever as it has happened to thousands before!

the problem with newcomers to any industry is that when they're new and small they can't offer a lot of benefits (including security, which is even more important for a payment processor / online bank). And when they become popular enough they get bought out by the (already filthy rich by then) competition and instantly switched over the the buyer's monopolistic / mafia system. It's been going on like this for decades already with many newcomers to industries: alertpay, youtube (in its first year of existence), fiverr (in their first year of existence). Ok, maybe fiverr is not a good example because they might have the same ownership, I don't know, but the point is that once you reach a certain level of popularity the common folk doesn't have access to the good stuff anymore because it's reserved only to the filthy rich. Because, as we all know, the filthy rich needs money more than anyone else (sarcasm, obviously)

This is something almost everyone working in the digital world goes thru, its almost like a ritual - getting fK8d by PayPal. Even when you have a 10+ year old account, lifetime transactions in the 6/7 figure range and they still do these random bans, why? it does not really affect them much, they for one make a shit ton of interest off the money held for 6 months.

If you are looking from a single point of view then everything is that simple but in reality everyone has a level of guilty. It is a kind of "moral guilty" because does exist the possibility that the client who purchased the gun is your friend? Or maybe the seller is a friend with you and with the client who purchased the gun (a deal to kill your enemy)? Until everything is clear they will place a limit on everyone's PP account.
Maybe for PP it is a red flag if the number of your clients who are using VPN or proxy server is bigger than the clients who are using their own IP address. What if I'm doing money laundering with 100 transactions realized behind of 100 proxy servers? Does it make sense? If we are looking from this point of view then PP decisions to place a limit on accounts are justified and fully comply with anti money laundering laws.
Also I know that according to PP policy it is not mandatory to tell me the reason of why the access to my PP account was restricted, but even if I read many horror PP stories , I still believe that such a big company will not make so many mistakes, if they refuse a client they have their own valid reasons.
By the way I just read that Elon Musk is the guy who founded X.com in 1999 (which later became PayPal)
