I think you've never had a false, slanderous Ripoff Report posted against your name. Ripoff Report is relatively unassailable. They have an absolutely no-takedown policy, and no one has cracked it yet. The best result anyone has gotten so far is to have Google de-index the page -- after a long, expensive lawsuit and a court order.

Long-term positive-build reputation management is the long-term solution. In the meantime, how much money are you willing to lose? If it was costing you tens of thousands of dollars every month -- and it was all lies -- how would you feel about negative SEO then?

This thread is almost 2 months old ...

My position is that if somebody has attacked you with a false RoR then that is also a form of NSEO, so discussing the subject just encourages the losers and scumbags to continue.

NSEO will always exist (at least until Google gives a f@ck about it, which will be never), the fact the practice will continue doesn't mean we should encourage it.

The people who can't rank a site immediately think about NSEO because it is easier. They have no long term business plans and just want to make a quick buck. When they find it too hard to stay on top they switch niche and NSEO somebody else.
They continue to destroy peoples businesses but never build anything of long term value themselves.

Again, you're talking about NSEO targeting competitors -- not as a reputation protection tactic against false/extreme complaints, deliberate attack sites, etc. And ranking one site immediately is one thing...ranking 20 sites simultaneously, when something like Ripoff Report is sitting at #2... not so straightforward, and definitely not quick. And every day that Ripoff Report remains prominent is costing the company money.
