but I'm assuming you're looking for Forums that gives Do-Follow Backlinks.
I would say there are a lot out there on the internet, but you still need to work on delivering high quality posts with thoughtful and helpful ideas.

Your better off creating sites on high authority sites and ranking those until you push off the bad link out of first page.

Regarding Negative SEO aka Reputation Management the main idea is..
You will not push the bad link down, but you have to push 10 other sites UP..
See, if you could negatively build SEO to any site you wanted, what would stop you from de-ranking every competitor to secure Page 1..
Google knows that game.. it was done until 2008 with the Google animal updates starting to come out..
Again, SEO the other 10 websites and that'll insure the link is gone..
That or get a court order to remove the links for defamation..
