Bad Idea to Use Multiple PPV Networks?

I have heard it's not the best idea to use multiple PPV networks at the same time, because some of them use the same sources, and so you essentially get charged twice

Is this true?

Quality of each PPV network's traffic is different.
Some offers which convert on a particular PPV network, may not convert on another and vise versa. :)
