I purchased a domain and a hosting and my site is live for past 3 months.But i am not having any visitors till now.I am not having budget to make a PBN .Is there any other way to get good backlinks for free to rank my site?

Web 2.0s, niche relevant blog comments, relevant forum profiles, manual outreach for guest blogs. Except guest blogs, don't expect much firepower from anything else. My 2 cents, don't do SEO unless you have a budget. There's almost zero chance that you will rank without prior experience and you will only waste time and whatever money you had.
 
backlinks from quality PBN require you to spend money, if you dont have enough budget, try free SEO link building like creating web2.0, social media marketing, blog commenting and social bookmarking.
 
it is hard to get traffic nowadays with zero budget. try to make money somehow, like outsourcing, so you get a budget.
 
You can try Web 2.0, social bookmarking, and blog comments etc. Keep publishing relevant quality articles to your site and promote them in social media's. Social media's and Guest posting are the best way to drive traffic to your site. But you need to spend some $$$ to drive traffic.

Apart from the techniques mentioned above, perhaps you can also go through some forums, and participate there. Usually web traffic can be generated from relevant forums. Also, if you have the time, perhaps you can search through the web for contact forms, in which you can fill in your details and website info, and send that to the webmaster, who may be interested in reading your content.
 
If you are not willing to spend money, then you will never get a desired result. Like few guys stated above, you can get free links through Web 2.0, Social bookmarking.. etc., but this is not enough to overcome your competitor. Yes, more ways are available in online to drive traffic to sites as some other members mentioned use free web 2.0's, relevant blog comments, social bookmarking etc., and also share your articles on your social media's to grab traffic.

Also, try to post well researched and user engaged content with relevant internal linking on your site, it will also increase the site traffic.
 
Stay far-far away from buying links. If you don't really know you might get killed. Google's assessment freaks are vicious!

Good for anchor diversity and link diversity as part of larger campaigns. Can also work to get pages indexed and such.

For blog comments pointed at a money site, go for pages with low OBL and post a real fucking comment. Not this:

Great advice. Dont get backlinks! You never rank or make money, but who cares, Just dont buy links!!
