It depends... if Google knows is a guess post as the website has been flagged as a guest post source google will just ignore those links. Don't waste time with any site that publicly advertises as "guest posts welcome". Then websites with no related content to your website won't help either.

You can use google to find them. Try the “guest posting” “author submissions” or “write for us” footprints + your keyword.
