Yes, you need links, but it's not the only factor for ranking higher. Backlinks are still one of the crucial factors for ranking and SERP's improvement but read this article, to get the basic point of Google ranking algorithm. Also, there is various link building strategies and ways how to create them. Simply search on YouTube or Google for that will find many beginner tutorials.
