Google will obviously be secretive about it, but you can go look at the formulas. I don't think ranking position of a page plays into how "powerful" the link is. Based on testing I have done, it does seem very much like links that get actual clicks pass more value than links on a PBN site that doesn't get seen by anyone ever.
