Backlinks with multiple keywords on same URL

    So I've gone out and bought a few backlink packages from the BHW services section over the past year. Great stuff, nice results, etc etc.
    Usually it's a case of giving the backlink person two keywords that get used as anchor text with the URL you want linked, they throw it around for you.
    Can someone tell me why I'm having awesome results with one keyword, but the other seems invisible?

    Hypothetical keywords used here, but for the sake of example keyword one would be something like 'new york florist' and keyword two would be 'new jersey florist', and both would link to the same URL. Why has 'new york florist' surged up through the SERPs but 'new jersey florist' stayed relatively dead in the water?
    I've checked the reports and the links are all there and working.
    I just can't see how this happens. Can anyone explain it to me?:confused:
