Backlinks Url Hierarchy Query

It's more about the internal linking of the website overall and the internal/external links pointing to the page that would matter,

The best-case scenario would be to get link(s) from pillar pages, the closer to the homepage, the more internal links from other pages the better,
The worst you can get is links from orphan pages or pages with just a few internal links, just from pagination/categories/tags pages for example,

That's why cheap PBN & guest post links (basically coming from link farms) don't work well,
They're pushed down very quickly and won't have a good page authority, apart from being a part of a trash website with high OBLs ofc,

If you're getting links like this, it's most probably the case, you're basically getting scammed,
Double-check the website, how far is the page actually from the homepage (how many links to get into it, if any), the OBLs, subjects, content, etc...
That's why majority of the link sellers are complete scammers, selling overpriced useless links to every possible client that fits into their trash link farms,

There are very slim chance that it's not the case, and for whatever reason the owner chose to use such a structure,
If the above description doesn't match the case, then you're good to go, structure/permalinks don't make any difference for this purpose
