Both. contextual backlinks towards homepage, pillar pages and blog page. I'll ultimately build 50% of the links to the home page as foundation

Why choose one when you could have both link?
Send links to all linkable pages. Most sites naturally attracts more links to their homepage than internal pages, so you can work with that in mind.

I would say to both pages, give more importance to homepage, next to it inner pages.

It depends on your overall strategy and the pages you want to rank. If your main page has strong content and is relevant to your target keywords, send backlinks there to build authority. But, don't neglect inner pages.
