A simple strategy to follow is to keep the backlink profile clean.

Focus more on tier 1 links, build tier 2 and 3 links too but spend more on the former.

It's best not to build backlinks like directory or profile links these days.
 
There is no Standard Backlinks Strategy that suits to all different websites.

Publish original articles

Create comprehensive resources

Publish content as a listing

Create visually driven content

Utilize news and trending topics
 
To maximise the effect, make the link targets excellent first, so that the expenses for paid links pay off better

Easier said than done but cannot keep buying links till the end of time.

A leverage effect needs to kick in at some point. People seeing the great post (with stats, calculator, info graphics...) at #1 and starting to link to it voluntarily, e.g. to make a point in a forum discussion
 
It is difficult to give a one-size-fits-all strategy, but some rules of thumb would be:
Prioritize relevancy.
Do manual outreach and leverage Journalist Outreach domains.
Do keyword and competitor analysis to identify the best opportunities for you to pursue.
Build content that prioritizes UX as opposed to writing to rank.

Guest posting on reputable sites, collaborating with influencers in your niche, leveraging broken link building can be effective
What’s worked well for me is creating in-depth guides and resources, then reaching out to bloggers and industry sites for backlinks.
 
Right now if you ask me best backlink strategy is Guest Post Links and to find Quality Links is not easy nowadays
