You can send links to both the homepage and inner pages for your site. If your site is new & don't have any links, you can focus on homepage of your site at start and then add links to the inner pages. Just focus on high quality links like guest posts, niche edits etc. slowly for better results.

Give more value to the homepage then go for the inner pages for diversification.
