You need to do your own due diligence.
If you seriously expect cartoon characters or $5 services will get you to page 1, I feel for you.

normally, you should rank in top 10 for competitive keywords because the sellers that sell strong backlinks will probably outweigh the crappy backlinks you get from bad sellers, but ranking at #1 is hard to tell when we don't know your niche, keywords and quality of your site. But I'd say that you can rank pretty high for 1000s of keywords if you - mindlessly - purchase backlinks from all sellers lol

Ok, you're right. I should rephrase that and perhaps ask if a ton of quality backlinks would help me get to the top pages if supported by a good strategy?

If you buy ALL of them, probably do more bad than good.
But if you’re smart and pick the right ones, you might have a chance.
Not No.1 though. That’s a nice little fantasy. Maybe for a very low competitive KWs but definitely not the ones that bring $$$.

IT's like all things do a bit of planning then buy the links but if you were serious about buying all the links of this site cost I would expect big chunk of money.
Now some quality link building exist on this site sure but I doubt you would need every single one to rank for keywords unless it's very complex and either way just do a bit of research read the reviews people left then buy the ones you want .
You would probably be better of hiring someone to give you advice or guidance about link building once you learned from that person then buy links or buy links under someone else advice to start with if possible.
