i think the number doesnt matter if those backlinks are high quality

Well, I don't focus on number, But I go with my own way.
First diversity link on the homepage, Then few on inner important pages, Then Power links on Individual important pages.
Don't through Power links directly on newly created pages. Wait for few days some social signal some diversity then power link.
Make it random.

A certain amount of backlinks must be on the homepage, around 40% or so. Rest must be to the webpages of the website.

Suppose 20 pages
means 20 pages have different different titles and keywords

It partly depends on how your site is set up and configured.
Links to homepage will help inner pages if the site structure allows, but don't be afraid to link direct to any inner page that's getting traffic. ( run your site through Ahrefs and see what keywords / pages are getting the visitors ).
